The construction of innovative cities mainly constitutes the construction of innovative country.In order to construct innovative country quickly,many cities raise the objective of building innovative city.Beijing has demanded to take the lead in becoming elementary innovative city in the whole country at 2005.We want to know the progression of Beijing and the position of Beijing in the whole country now.Firstly,we need to build an appraisal system to evaluate the progression of Beijing.Secondly,we need to compare the progression between Beijing and domestic primary cities.
