Technological learning theory is a powerful tool to explain the catch up process of developing countries.But it is difficult for traditional technological learning framework to explain the technological learning process of virtual network industries for not considering the elements of technical standard and intellectual property.First,this paper analyzes three characters which are determined by technical standard and intellectual property:network externalities,patenting of technical standard and competition rules based on standard,then gives a three dimensional framework of the technological learning process of virtual network industries:international trading rules,technology evolution and technological learning model from micro level of enterprise,which describes the changes of international trading rules,technology evolution tracks and enterprise's technological learning process respectively.
