The core of coordinating region development is to promote the rapid rise of less-developed areas.In the innovation era,the formation and change of the system of innovation in less-developed areas is the key to enhance their competitive ability and achieve rapid development,and also an important aspect of coordinating region development.This paper,based on the analysis of innovation system status in less-developed areas,proposes some countermeasures to promote the formation and transformation of innovation system in less-developed area from the two levels of national and local government's responsibility.
