It has comparatively peculiar character in the research environment of science and technology development in Chinese contemporary context.The biggest problem is the federation of scholars and officers.The Chinese scholar's primitive accumulation on research is comparatively difficult since average resources of research are limited.Government-dominant research and increasingly tight science-politics union lead to appearance of federation of officers and scholars.The federation of officers and scholars has its inevitability and rationality under peculiar spatial-temporal context.We must dissolve the problem from the conceptual level,the methodology level and the operational level to seek for the countermeasures.
