Chinese main IP laws are being revised and there is much discussion over the Characteristic System of the IPR Administrative Protection in China: is it to be "abolished" or "reserved"? From the angle of TRIPS Agreement,foreign administrative protection of IPR and the situation of China,etc.,this article intensively demonstrates that this system on a whole is necessary in China;and also the author puts forward the basic route and development mode about this system.
