This paper briefly analyzes major challenges which the economic and social development is facing in China,puts forward five major goals which national principal function region will achieve,designs the core content of national principal function region which includes "the security line of national development","the security line of national survival" and "the security line of national ecology",scientific proofs the possibility that the three areas of 1.2 million square kilometers respectively ensure China's development security,survival security and ecological security,which will lay the foundation for national future development and national security.
