The contradiction between the resources and the environment becomes more serious,so the 17th CPC National Congress has wrote the ecological civilization construction into the party constitution.One of the specific reflections in ecological civilization is the recycling of wastes.In this paper,we sort the comprehensive utilized factors by using the gray theory,and analyze the utilization according to the whole life cycle,and bring forward the corresponding measures.
