This article utilizes Rothwell and Zegveld's technological innovation policy tool to classify,analyze and compare the type and quantity of Zhejiang,Shanghai and Jiangsu three governments' document of " Notice of some policies about encouraging software industry and integrated circuit industry development ",and then puts forward some policy proposals on the development of Zhejiang province's software industry.
