Based on the analysis of studies on cooperation between enterprise,universities and research institute(EUR),it was pointed out that project-based view should be adopted for the study of cooperation among EUR.Due to the innovative and the multi-organization cooperation nature of the EUR project,the ratio of success of this kind of projects is low,and project management and project portfolio management can't solve this problem,so the project governance provides effective support for the success of EUR cooperation.Through analysis of the essence and ideology of project governance,the content for the research of governance of EUR cooperation project based on unified analysis process model was proposed.
