This paper established a model and analyzed the problem of resource constraints in Jiangsu's Manufacturing development process.This model also has confirmed that resource constraints and environmental problems arising there from are severe problems facing by the development of the manufacturing sector.We start from labor-intensive,technology-intensive and capital-intensive manufacturing,studied specific sectors of the economy and environmental conditions,and the sustainable development of different types and characteristics sectors has become clearer.Then we elaborated involving industrial upgrade,technological innovation,environmental protection and other industries policy options.
