Abstract:Stimulating rural entrepreneurship vitality is the key to activate endogenous development momentum in rural areas and promote rural industrial revitalization. Based on the balanced panel data of 32,457 townships in China from 2005 to 2018 and using the staggered DID method, this study empirically investigates the causal effect of “E-Commerce into the Rural Comprehensive Demonstration County Plan” on rural entrepreneurship. This study found that this plan mainly promoted rural entrepreneurship through three mechanisms: improving rural residents' digital application ability,further stimulating the possible entrepreneurers’ bussiness start-up enthusiasm; activating local marketing transaction,further stimulating the potential entrepreneurial opportunities;breaking the geographical distance constraints of the local market potential. Heterogeneity analysis found that this plan has a more significant entrepreneurship promoting effect on townships in western and northeastern regions, as well as on agricultural entrepreneurship. It has a greater entrepreneurship promoting effect on townships with high-speed railway access counties,non-national poverty-stricken counties,larger population size, lower geographic slope,higher human capital level,and higher agricultural mechanization and innovation levels counties.In addition,moderation analysis found that traditional finance enhanced its effectiveness.Spatial effect analysis found that the plan's effect only came from the creation effect of the townships in the pilot counties,and there was no "siphon effect" or spatial spillover effect on the entrepreneurship activities of non-pilot county townships within the 0-40km surrounding area of pilot county townships.This study provides empirical evidence for e-commerce to help rural entrepreneurship and further promote rural industrial revitalization.
