Abstract:As the cradle for cultivating national teachers, the governance level of higher normal education is directly linked to the future of education. To this end, the research introduces the collaborative framework integration model (SFIC), and systematically constructs the collaborative governance mechanism of multiple subjects in higher education, as demonstrated in various studies that apply the SFIC model to enhance internal supervision, collaborative governance, and the integration of innovation and entrepreneurship education with ideological and political courses. Based on the initial conditions, identify the main functions and motivations, and take catalytic leadership as the guiding force to drive the process.s, adopt system design as the guiding principle to ensure operational effectiveness, and prioritize collaborative process implementation as the core, forming a multi-agent collaborative governance mechanism with dynamic adaptability. To ensure the effectiveness of the collaborative mechanism, this paper proposes constructing a closed-loop management mechanism based on "evaluation-feedback-iteration", this paper puts forward the strategy of improving the subjective quality and designs the incentive scheme of "positive incentive negative constraint" to improve the efficiency. The research offers a theoretical framework and practical approach for establishing a new paradigm of "multi-governance and collaborative education" and enhancing the overall quality of teacher training.
